A person who intends to establish a business office or office in the Tokyo metropolitan area and operate date club business or user card sales business shall establish the business office or office at least 10 days before the date on which the business is intended to start. Each location must be reported to the Tokyo Metropolitan Public Safety Commission (the police chief with jurisdiction).
